Kentucky's next governor takes office Dec. 8 and gets just a few weeks to prepare the roughly $24 billion, two-year state budget that he'll propose to the legislature this winter. Whoever that governor is — Republican Matt Bevin, Democrat Jack Conway or independent Drew Curtis — he won't have enough money to satisfy the demand for roads, schools, universities, parks, police, courts, prisons, environmental protection, health care and welfare.
