AUDIO: E-911 dispatch regarding assault complaint

Further information has been released about the situation at the Crittenden County Office Complex on Thursday, Dec. 19, 2024 that led to what Kentucky State Police said was an unfounded criminal complaint issued by local resident Kent Withrow against Crittenden County Attorney Bart Frazer. The complaint was made following a verbal confrontation between the two men.

No charges were filed after a state trooper came to Crittenden County, interviewed individuals in person and watched a surveillance video form the scene. State Police Public Affairs Officer Ridge Porter told The Press that the investigation ended with no evidence to support the claim.

The above link is to Marion-Crittenden County E-911 Dispatch audio that The Press obtained through an open records request. This audio is a collection of three separate files provided by Melissa Scheer, who is E-911 director and custodian of these public records. The three clips have been pieced together for convenience in order to present them as one audio file. The precise time of each clip is not known. The complainant’s personal phone number was digitally removed by The Press; otherwise no content was altered.

In addition to these audio files, The Press has obtained the E-911 log for this Call for Service. From those notes, it appears that local law enforcement was first dispatched to handle the complaint. The dispatcher can be heard in the audio dispatching a local officer. A second call was received from the complainant. Also, the notes show that Kentucky State Police was eventually dispatched to handle the matter.

KSP finds that alleged assault unfounded

Kent Withrow (left) and Bart
Frazer in a verbal exchange.
A situation brewing recently on social media reached a boiling point this morning when County Attorney Bart Frazer and local businessman Kent Withrow had a verbal exchange after the Crittenden County Fiscal Court meeting. The situation led to raised voices and tempers flaring, prompting Sheriff Evan Head to intervene.

Withrow later filed an assault complaint against Frazer, alleging he was grabbed and choked, according to authorities. However, Kentucky State Police reviewed surveillance footage from the county office complex and found no evidence to support Withrow's claims. The footage, which lacked audio, showed only what appeared to be a verbal exchange, and the investigation was closed.

This incident follows a history of criticism from Withrow, whose social media posts against Frazer and Judge-Executive Perry Newcom began after a roofing contract was awarded to a lower bidder over Withrow’s company. Withrow sued the county over the decision but lost in court, with the ruling upheld on appeal.

Upon request today, The Press was provided an opportunity to view the entire video. We have also asked for a copy of the video in order to make it public.

Incidence of illnesses opens walk-in clinic

Crittenden Community Hospital is opening its emergency room as an after-hours walk-in clinic beginning at 4 p.m., today. The incidence of flu, strep and respiratory viruses has taken a toll on attendance at Crittenden County's three schools and has packed area doctors' offices.

CCH CEO Shawn Bright said the walk-in clinic will be open 4-9 p.m., weekdays and from 9 a.m.-9 p.m., on weekends as needed.

Bright said masking is advised for individuals who are symptomatic for flu or strep. He said it is important that strep is treated with antibiotics because it can cause heart trouble if left untreated.

Naughty List: The 12 Scams of the Holidays

1. Misleading Social Media Ads: As you scroll through your social media feed, you often see products advertised. Always research before you buy. BBB Scam Tracker receives daily reports of people paying for items that they never receive, getting charged monthly for a free trial they never signed up for, or receiving an item that is counterfeit or much different from the one advertised.

2. Social Media Gift Exchanges: Each holiday season this scheme pops back up. Newer versions of this scam revolve around exchanging bottles of wine or bourbon; another suggests purchasing $10 gifts online. In all these versions, participants unwittingly share their personal information, along with those of their family members and friends, and are further tricked into buying and shipping gifts or money to unknown individuals. It's also an illegal pyramid scheme. Stick to buying your friends gifts from trustworthy businesses, and check BBB.org before you buy.

3. Holiday Apps: Apple's App Store and Google Play list dozens of holiday-themed apps where children can video chat live with Santa, light the menorah, watch Santa feed live reindeer, track his sleigh on Christmas Eve, or relay their holiday wish lists. Review privacy policies to see what information will be collected. Be wary of free apps, as they can sometimes contain more advertising than apps that require a nominal fee. Free apps can also contain malware.
